Disability Definition
According to the 2017 Persons with Disability National Act, a person with disabilities is defines as "any person who was born or sustained deficiency partially or totally affected his physical, mental or sensory capacity permanently that may completely prevent him from dealing with various barriers.”
Legislation
Sudan's 2019 Constitution reads: "The state guarantees for handicapped persons all the rights and freedoms set forth in this Charter, in particular respect for their human dignity. It makes available appropriate education and work for them, and guarantee their full participation in society." The document also emphasizes the right to education, healthcare, and work opportunities, and states that Sudan is "committed to the respect of human dignity and diversity; and is founded on justice, equality and on the guarantee of human rights and fundamental freedoms."
Additionally, the Persons with Disability National Act declares the importance of the rights of persons with disabilities as well as the commitment of the State to support these rights.
Employer Legal Requirements
The Persons with Disability National Act (2017) determines that the state shall preserve the rights of persons with disability in recruitment and employment in the State and private sectors.
Accessibility Requirements
The Persons with Disability National Act ensures the State will take the "necessary measures to facilitate the access of persons with disability to buildings, roads, transport means and other facilities" and provide "means of facilities in the engineering designs of buildings that enable persons with disability to access electronic services and to use renewable technological information."
Cultural Norms
As of 2014, the major challenges in Sudan's attitude towards disability are lack of awareness among decision makers and the public, negative social attitudes and as a consequence structural discrimination.

According to the 2008 census, the number of disabled persons was 1,854,985, or 4.8 per cent of the total population.It was also found that disability is more common in rural areas than urban. Males accounting for 53% of persons with disabilities and females for 47%.
